About two months ago, I turned on "Bootstrap Mode," which allows new users to do certain things that normally would require certain reputation point levels. The launch has, thank God, gone well, thanks to people linking to us, and we now have a bigger collection of regular users, with more coming every day. So, I've turned off Bootstrap Mode to restore the reputation limits to their regular levels.
New users: Don't despair! It's very easy to get the points you need to vote up (15) and leave comments (50). To create new tags is going to require a little more experience (250), but there's a good reason for that. We have a lot of great tags already, so most likely, the tag you want is already in there. Just type slowly, and it'll pop up. If you want to create a tag that's not there already, say so in your question, and someone will help you out.
